Brussels quietly approved something big this week: a sovereign European satellite broadband service designed for governments and crisis response, not for consumer streaming. The project, known as IRIS, has moved from sketches on a whiteboard to signed contracts and a locked-in constellation design.

Small constellation, mission-critical reach

The commission has agreed terms with European manufacturers and the European Space Agency, finalizing both the technical layout and production plans. Where early blueprints pictured a smaller fleet, negotiators added 66 satellites, bringing the total to 348. That boost wasn’t cosmetic. ESA says the extra craft strengthen the network’s resilience for defense, security and emergency-response tasks.

Production lines are being prepared. Ground stations and launch services are being planned. The first satellites are slated to lift off in 2029, with operational services expected to begin the same year. Fast timeline. Tight coordination. Plenty of moving parts.

How does IRIS stack up against the giants? SpaceX’s Starlink operates more than 10,000 active satellites in low Earth orbit, so on raw numbers IRIS is a compact player. But this isn’t a numbers game in the usual sense. The European network is tailored to public-sector needs: secure communications for member states, coordinated support for partners like Norway and Iceland, and guaranteed links in emergencies and humanitarian missions.

Think of IRIS as a specialized backbone rather than a consumer internet alternative. It will serve border surveillance, crisis coordination and other critical operations where commercial networks may be compromised or simply non-existent. That said, officials haven’t closed the door on future civilian uses. Business customers and citizens in remote or underserved regions could gain access later, once the sovereign elements are fully proven and secure.

There are practical pieces to watch. The agreements set target prices per satellite and outline the private investment expected alongside public funding. That mix of industry and government input is meant to speed deployment while keeping strategic control inside Europe’s orbit. Launch cadence, manufacturing throughput and ground infrastructure roll-out will determine whether the 2029 target holds.

Political and operational questions remain. Will member states coordinate procurement and day-to-day use smoothly? Can Europe sustain upgrades and replenishment over the long term without relying on external providers? Those are the puzzles policymakers need to solve next.

Still, the decision marks a significant shift. After years of debate about autonomy in space and communications, the EU is betting on a tailored, sovereign path. Not the biggest constellation in orbit, but one designed with specific, high-stakes missions in mind.
